Problem Statement - 10/22/09
The following Problem Statement was presented to the Corridor Advisory Committee on October 22nd, 2009.
County Highway 101 is a minor arterial roadway providing a significant regional transportation connection across the Minnesota River, connecting Carver and Scott Counties, in a steadily growing region of the southwest metro area. Along with serving regional transportation demands, County Highway 101 is a multi-functional transportation corridor serving as a gateway to local business, residential and recreational users. In its current configuration, County Highway 101 will likely reach a point in the next decade when congestion will be so great that excessive corridor delays will occur during busy morning and evening travel periods of the day. The lack of transportation performance will likely have a negative impact on adjacent land uses and the economic competitiveness of the 1st Avenue District and surrounding region.

To accomplish a higher level of understanding, the roadway and the district around it has been measured in terms of transportation function, land use, and economics. While not exhaustive, the analysis has uncovered several key findings and conclusions.

CH 101 Traffic Conditions
County Highway 101 traffic conditions were reviewed to understand historic traffic patterns and levels, current traffic conditions, and anticipated traffic conditions after the 2010 improvements are completed. While traffic volumes on the corridor dropped when TH 169 went south of town, today volumes are approaching pre-bypass levels. It is anticipated that the 2010 construction project will be a short-term fix and accommodate traffic levels for the next 5-15 years. Drivers on side streets trying to access the corridor are anticipated to experience significant delays. As a result, they may choose may divert to signalized intersections, take greater risks, and/or avoid the area.

Streetscape Design Tool Kit
Streetscape design tools were reviewed to build understanding for the considerations that can shape development patterns. Development pattern considerations reviewed included building placement, parking orientation, access, and business signage. Streetscape elements and their influence on development patterns were reviewed. Medians, boulevards, lighting, paving, landscaping, signage, furnishings, utilities, and sustainability are elements that will be considered for use in the County Highway 101 reconstruction project. The presentation below provides an overview of these tools, including their opportunities and limitations.

Traffic Planning Tools
Roadway section, access management, intersection traffic control, and medians each impact the ability of a corridor to accommodate motorized and pedestrian traffic in a safe and efficient manner.
